Plan to check waste dump in drains

The civic body will prepare a mechanism to deal with irregular dumping of construction and demolition waste on roadsides and in drains to prevent waterlogging because of choked drains.

Bhubaneswar: The civic body will prepare a mechanism to deal with irregular dumping of construction and demolition waste on roadsides and in drains to prevent waterlogging because of choked drains.

The decision was taken after civic authorities discovered that storm water channels clogged by construction waste led to waterlogging in the city.

The civic body, as part of the plan, will standardise procedures to seize building material from roads and auction those off or hand those over to authorised agencies.

It will also show cause to institutions that dump waste on the roads. Municipal commissioner Krishan Kumar directed officials to show cause DAV Public School, Unit-VIII, for allegedly dumping building material and debris on the road.

Kumar also issued a directive to take action against a showroom for encroaching on the road and dumping garbage. Kumar made field visit on Monday to take stock of the situation.

Following Kumar's directive, the enforcement team removed shops that had encroached the footpath near City Women's College Square. The works department will now prepare a drainage improvement plan for the area.

The municipal commissioner, who is also vice-chairman of the Bhubaneswar Development Authority, directed special teams of officials from the Bhubaneswar Development Authority to conduct enquiries for filing of cases under the Odisha Development Authority Act or the Municipal Corporation Act for demolition of structures constructed over the city's natural drainage systems.

The civic body's drainage division has been asked to prepare a block cost estimate for missing drainage links from Shatabdi Nagar to Jagmara New Road. The drainage division will also conduct a field enquiry to check the land status and submit plans to join the missing link from Gandamunda to Institute of Technical Education and Research (ITER).

"It was found that flow of the drain discharging water from Sidhi Vihar, Krishna Garden and Mallik complex was blocked because of encroachment by a temple in front of Krishna Garden. The zonal deputy commissioner was instructed to remove the encroachment," said mayor Ananta Narayan Jena.
