Guwahati, Oct. 9: The city got its second flyover today but not before Assam chief minister Tarun Gogoi tried to score brownie points over the AGP.

Making a dig at the previous AGP government for failing to get funds and administrative approval for the Ulubari flyover, Gogoi said the Congress government has inaugurated the flyover without taking any help from financial institutions.

The first phase of the Bishnu Ram Medhi flyover in Ulubari was inaugurated today while the second phase will be completed by next September. A total of 40,000 vehicles ply on the Ulubari road everyday.

State public works department minister Sarat Barkotoky said the government has sanctioned Rs 6 crore from its own funds after as the Housing and Urban Development Corporation Limited (Hudco) refused to sanction money.

Barkotoky said the AGP government, which could complete only 20 per cent of the flyover, had failed to secure administrative approval and the finances for the project. He added that the Athgaon flyover would be declared open in February and the government has allocated Rs 4 crore for repairing 49 roads.

He said an inquiry committee has been constituted to probe the issue as the government had no clue as to what had happened to the Rs 14 crore spent on five divisions in Guwahati.

Gogoi said a coordinated effort was required to develop the city into a planned and green one. “We have faced problems as no scientific planning has been done for development of the city,” he added. State transport minister Anjan Dutta emphasised the need for public participation in development work.
