A personal security officer of former chief minister Hiteswar Saikia?s nephew Parag Saikia, opened fire on Tuesday inside a restaurant at Simaluguri in Sivasagar district killing the owner of the hotel and injuring another. police officer at the Simaluguri police station said Dambaru Phukon fired 30 rounds from his service carbine after a heated argument with the owner of the restaurant, Jogen Handique.
