Patna: The governor secretariat Wednesday convened a meeting of seven vice-chancellors (VCs), including the three newly appointed ones, to work out smooth division of assets, liabilities and manpower between the four old and three new universities.

The meeting was chaired by Brijesh Mehrotra, principal secretary to the governor, and attended by VCs, pro-VCs of all universities, officials from the education department and the Bihar Education Infrastructure Development Corporation.

Raj Bhavan sources said the principal secretary directed VCs of old universities to submit a detailed report on teachers and non-teaching staff working in the universities, so that no difficulties arise during bifurcation of manpower, assets, and liabilities.

"The principal secretary to governor asked VCs of old universities to come with the detailed report at the next meeting, on April 5 and 11," said a VC of one of the new universities on condition of anonymity. He said a decision was taken to sanction 48 posts - VCs, pro-VCs, registrar, examination controller, finance officer, university engineers and others - for new universities in the initial phase.

It was decided that the new universities will get contingency fund from April after due consultation between education and finance department officials.

The three new universities are the Patliputra University, carved out of Magadh University; Purnea University, carved out of BN Mandal University, Madhepura; and Munger University, carved out of Tilka Manjhi Bhagalpur University and LN Mithila University, Darbhanga respectively. The new VCs were also asked to prepare for the new academic session in July/August.

Patliputra University will function from its branch office in Rajendra Nagar. Munger University will function from the 120-year old R.D. & D.J. College, Munger, while Purnea University will function from Purnea College. Though the process of bifurcation of the three universities was pending for years, the process gained momentum this year.

On March 19, chancellor Satya Pal Malik appointed VCs and pro-VCs to the three newly-created universities.
