
Patna: Bihar police and TCS on Thursday inked a Rs 223 crore deal for implementation of crime and criminal tracking networks and systems (CCTNS).
The state government will fund a major part of the project, chipping in with Rs 206 crore. The CCTNS is a mission mode project of the Union home ministry under the national e-governance programme.
Bihar police has been criticised for delay in implementation of the programme. Once it is implemented, repeated charges made by people against Bihar police about non-registration of FIRS will be overcome as cases can be registered online.
Under the project, all police stations and higher offices will be connected and citizen-centric services will be made available through Internet.
The project will enable citizens to register complaints online through a citizen portal which will initially offer seven public delivery services like person and address verification, permission for hosting public events, lost and found articles and vehicle thefts.
Also, the project will provide police investigators the complete history of any criminal in the country.
A police press note issued by Bihar police said the project enables sharing of information about crime and criminals among all police stations and superior officers on real-time basis, brings in transparency in police working and helps senior officials take faster decisions for crime control and better man-management.
Under the contract with TCS, the project will cover 1,326 locations, including 894 police stations and 380 higher offices.
These locations will be provided with IT hardware like desktops, printers, digital cameras, digital pens and networking equipment, which will be connected to state data locations.
The project will commence with a pilot phase that covers police offices in the districts of Patna and Nalanda within 32 weeks.
The statewide rollout across police stations will be completed in another 23 months.
TCS, which will be the system integrator, will be expected to complete implementation of the project in a year and provide operation and maintenance support for the next five years.
At a later stage, the CCTNS project will be integrated with the Interoperable Criminal Justice System compromising with e-prosecution, e-court and e FSL.
