Flood threat spurs shift of power project

Patna, Nov. 10: Bihar State Hydroelectric Power Corporation (BSHPC) will submit a fresh detailed project report (DPR) for the proposed 125MW hydroelectric plant in Supaul to Central Electricity Authority (CEA) by December-end.

One of the ambitious hydel power projects of the state government, it was proposed to be constructed over 100 acres between Bhaptiah and Dudhaula villages in Supaul district over the Kosi at an estimated cost of Rs 1,200-1300 crore.

The corporation is preparing the new DPR because it wants to relocate the project site entirely to the Indian territory, 4km downstream. According to the earlier plan, water from the project would have submerged a portion of Nepal’s territory.

“I have just returned from the site where survey work is on to prepare the DPR. The work will be over by the end of this month and the DPR will be submitted to CEA by the end of December. We will try our best to get clearance from CEA latest by March, 2012,” BSHPC managing director A.K. Pandey told The Telegraph. “The threat to the area in Nepal could have created unnecessary problems with the neighbouring country. Keeping this in mind, we decided to relocate the dam to our area and are now preparing a fresh DPR,” he added.

BSHPC has to start work for Dagamra project from scratch. This is the second time the DPR is being prepared.

The first DPR was almost cleared by the CEA, but was stuck in limbo because of the submergence threat. A government consultancy firm, Water and Power Consultancy Service, had prepared the first DPR under the guidance of an Asian Development Bank team at a cost of Rs 5 crore.
