Revised plan for new court awaits nod

Bhubaneswar, Oct. 5: The works department has finalised the design for a new judicial court complex on the premises of the existing civil court here.

The original design was updated with additional infrastructure proposed by the Bhubaneswar Bar Association. The complex will be a four-storey structure with all basic facilities.

At present, the court complex faces infrastructure problems, including limited parking space, lack of proper seating arrangements for advocates and notaries and congestion in the main building.

'We had prepared a basic design and discussed it with the bar association. They had proposed some additions and we revised the design. We have submitted the new plan to the government for approval,' said a works department official.

The four-storey block will have separate entries for six tribunals with an office and bar hall with toilet facility on the ground floor. It will have additional space for the CBI court, vigilance court, family court, ADJ court, SDJM court and JMFC court.

There will also be a court library-cum-reading room for staff members and advocates. There is also a plan for separate toilet facilities for witnesses, staff members and visitors on each floor alongside separate parking space for staff members and visitors.

'Parking is a problem. The space is available, but in the absence of a mechanism, people park waywardly. This leads to congestion on the premises. Besides, fear of theft is also high because of the irregular parking practice,' said Harmohan Maharatha, a notary at the court.

The works department has proposed a parking yard to accommodate about 700 vehicles.

'Hundreds of people visited the court every day. We undertook a feasibility survey and decided to develop a parking yard here,' said another department official.

Sources said there was also a plan to shift the offices of the sub-collector and sub-registrar of Khurda and Khandagiri to the complex. At present, the district revenue office and Khurda tehsildar's office function from the court premises. The decision to bring all offices to once place was considered since they need the court's help on certain matters.

'There are various stamp work needed in the offices of the sub-collector, tehsildar, sub-registrar and revenue. If all such offices are brought to one place, everyone will benefit,' said Goutam Nagar resident Dibakar Mohanty, who came here yesterday for a land registration.
