
Bhubaneswar, Sept. 12: The urban poor can now expect to get dwelling units in time as the development authority has turned into a transaction adviser in the Housing for All scheme to maintain the project deadlines.
The housing and urban development department has entrusted the Bhubaneswar Development Authority with the responsibility as the latter has the expertise on account of its involvement in such projects for decades.
The state government has fixed a target to build 50,000 dwelling units during 2017-18 and another one lakh houses by 2022 under the Housing for All scheme.
According to the plan, the authority will assist other stakeholders in taking up the projects - from floating tenders to selecting the bidders. The authority will charge 1 per cent of the project cost from the executor for their service.
Being the transaction adviser, the authority will prepare the feasibility report, detailed scope of work, estimated project cost, technical specifications and parameters, apart from the required facilities such as infrastructure, manpower, estimated revenue stream, execution structure plan and so on.
"There is a need to put up a mechanism for timely completion of the housing projects as committed by the state government. The authority, as a single agency, will assist the project developers," said a department official.
The department has also decided to provide additional workers to the development body to extend the support to other stakeholders.
It will also engage JLL, an investment management company, as an additional expert for the purpose.
"We have started the process to restructure our organisation and include more staff members for the new job," said the development body's vice-chairman Krishan Kumar.
Sources said that initially the authority would extend its support to the projects in Puri, Cuttack, Rourkela, Balasore, Sambalpur, Berhampur, Jharsuguda and Bhadrak.
