Bhubaneswar, July 9: The development authority here is set to introduce a process to book and buy houses in the city online.
The decision to introduce the online system came in to avoid a large number of irregularities in the process. At first, the system will be put in place for the high-income-group. Later, it will be extended to other groups, including the middle income and low income.
To avail the service, a buyer will have to register on the official website of the development authority - www.bdabbsr.in - following which they will be provided with a unique account number and a password. The buyer will be able to transact with the given id and password at any time.
Under the new process, buyers can file affidavits and other documents online through the portal after which the development authority will conduct the scrutiny. If the buyer is found eligible, he or she will be asked to pay 10 per cent of the property amount.
The Bhubaneswar Development Authority (BDA) will then notify the eligible buyer about the online auction starting. The buyer will then be able to put up the bidding price for the property on the portal. The buyers may enter the amount between 10am and 5pm.
BDA has also decided to put in place an auto-bidding button in the portal. The auto-bidding option will increase the bidding amount each time another bidder calls for a higher price. The bidder using the auto system can fix the higher amount.
For example, if one bidder using the auto-bidding option calls the property at Rs 1 lakh and another buyer calls a higher price, the first bidder's price will automatically increase by the set amount. This will continue until the auto-bidding option reaches the set limit of amount.
A senior BDA official said the process would be first introduced in the Pokhariput duplex project. "The new system will be placed first for the high-income group. We will introduce it to auction the 17 duplexes, which we are building in Pokhariput. Later, it will be expanded," said the official.
At present, the development authority has a manual system of selling properties where it advertises a property and conducts a lottery system for selling.
