Duplicate voter names in poll rolls under lens

Four teams of the Election Commission of India would visit the state on Monday to prevent duplication in the voters' list in the state ahead of the Assembly polls this winter.

Four teams of the Election Commission of India would visit the state on Monday to prevent duplication in the voters' list in the state ahead of the Assembly polls this winter.

The members of the teams, each comprising six auditors, are part of the commission's newly set up regulatory audit division. Bihar is the first state where such an exercise is being taken up by the commission, a source in the state election office said.

The source said the team members would hold parleys with the officials of the state election commission here and verify the duplicate entries in the electoral rolls. The purpose of the visit of the teams is to make the voters' list error-free, the officer told The Telegraph.

Two special camps were organised for enrolment of the voters, the last being held on Sunday. "The voters were given the last chance either to include their names or delete the same from the electoral rolls and also make necessary changes in their addresses, if any," said the officer.

Earlier, state chief electoral officer Ajay V. Naik had claimed that around 3.4 lakh duplicate voters were identified and their names were deleted from the voters' list.

"During the special summary revision, names of around 70,000 such voters were deleted," said Naik.

Sources said the teams of auditors would remain in the state till June 13 to accomplish the task. The exercise would be completed in three phases. During their next two visits, they would cover all the 38 districts and meet the masses, representatives of political parties and listen to their complaints, the sources said.

The teams would carry out their field work from June 14 to July 15 and finally from July 16 to July 31 before publication of the final list of voters.

The officer said: "The teams would study the electoral rolls, including removal of duplicate entries, correction of names, distribution of electoral photo identity cards and disposal of various forms submitted to the electoral registration officers by the voters."

The officer said the teams would also see if the commission's guidelines have been followed. "Maintenance of the quality of electoral rolls would be another important assignment of the visiting teams," he added.

The sources said an image assessment software had been employed to detect multiple entries. The commission would use voter-verified paper audit trial in the constituencies.
