The civic body on Thursday directed 11 architects registered with it to submit detailed supervision reports with photographs of buildings suspected being constructed in violation of Bihar Building Bylaws 2006, virtually passing on its burden to them.

Patna Municipal Corporation (PMC) commissioner Kuldip Narayan issued the directive to the select registered architects in a meeting. “We will have to submit detailed site supervision reports and photographs of buildings more than 9m high we have sanctioned. Buildings more than 9m in height are structures higher than G+2 apartments. There is no specific instruction on focusing only on roads less than 20ft wide,” said Neeraj Saunik, a registered architect present in the meeting.

“According to the building bylaws, the municipal corporation should also check the building construction activities periodically. When the judiciary has intervened, the corporation is saying we could not keep a track on the buildings,” said Sounik.

Narayan had called 11 architects — prima facie suspected to have abruptly passed building maps and plans — to the meeting on Thursday. The commissioner was not available for comments.

Total 52 architects are registered with the PMC. The rest of the architects would meet the commissioner on Friday.

The division bench of Patna High Court comprising Justice Navin Sinha and Justice Vikash Jain on Tuesday asked the civic body to file a detailed survey report on 449 under-construction buildings beyond 11m in height along roads less than 20ft wide and non-residential constructions on plots earmarked for residential purpose.

Architects are of the view that PMC has simply passed the burden of the order on to them. “We have been asked to do the same work, which the court had asked the civic body to do. Now, we will have to spend our money to do this work. Otherwise, the PMC commissioner has said action would be initiated against us,” said another registered architect.

“We have been asked to identify the buildings constructed in violation of the approved maps. The PMC commissioner has also told us that if any builder or property owner does not co-operate with us in this exercise, we should communicate the same to the PMC and action would be taken against such people,” said Arun Kumar, another registered architect with the PMC, who approved 864 maps from 2009 to 2011.

Following the May 10 high court order on a PIL against illegal mushrooming of high-rises in the city, the civic body in the last week of June had asked the registered architects to submit reports on all the building maps they approved.
