Bhubaneswar, Oct. 17: The school and mass education department today took some major decisions to improve the quality of teaching at the secondary level.
There has to be a minimum of seven teachers and a headmaster in every secondary school. It was decided that contractual posts are to be created by abolishing regular scale-bearing posts. Vacant posts in science and mathematics will be filled on a priority basis. School-wise assessment of teachers will be done every year by the inspector of schools concerned and the director of secondary education will submit the proposal before April 30 every year for the finance departments perusal.
A monthly test shall be mandatory at the secondary level. Teachers will be accordingly instructed and circle inspectors of schools will ensure the same. Emphasis will be given on development of the writing ability of children. Pre-tests and tests will be compulsory at all government schools. There will be proper screening so that only eligible students are allowed to appear at the matriculation examination.
In order to ensure good results, a system will be devised by which nearby schools that are not doing well are tagged to the good schools that have registered 100 per cent results for the purpose of mentoring. There are 244 schools that have registered 100 per cent result in 2010.
