Bhubaneswar, Sept. 25: The Odisha government today decided to relax the criteria for recruitment to the post of assistant professors in medical colleges and also create promotional avenues for Odisha Police Service officers up to the rank of deputy inspector general (DIG).

Besides, an auxiliary police force will be created to regularise services of 1,791 special police officers, mostly tribal, who have completed three years.

These decisions were taken at the cabinet meeting chaired by chief minister Naveen Patnaik here this evening.

It was decided to waive the three-years experience criterion as tutors or senior residents for recruitment to the post of assistant professors for postgraduate doctors with super specialisation. For the recruitment test, there will be no viva-voce.

Thirty per cent will be earmarked for career marking and 70 per cent for the written test.

For the recruitment of doctors working in peripheral areas at the entry level, the same procedures (30 per cent career and 70 per cent written) will be followed.

But they will not be eligible for promotion if they don’t have three years experience in the undivided Koraput, Balangir and Kalahandi (KBK) districts and another three years in the rural areas.

The cabinet also approved the proposal for the reorganisation of the Odisha Police Service (OPS) and its armed wing.

Sixty-six additional posts will be created at the DSP (deputy superintendent) level, 76 at the additional SP level and 33 at the SP level.

Four new posts at DIG level will be created for promotion of OPS officers. Similarly, new posts will be created in Odisha Police Service and its armed wing.

The cabinet also decided to levy users fees for transportation of minerals through e-permit or e-pass process at the rate of Re 1 per tonne.

The money will be spent on maintenance of IT infrastructure.

The cabinet also cleared a proposal to allow voluntary donation of body for the purpose of medical training and research. It also approved the paddy procurement policy for 2012-13 and set a procurement target equivalent to 30 lakh tonnes of rice.

The government will also bring out a special legislation for granting property rights to slum dwellers and preventing the growth of new slums.

A bill to this effect will be brought in the forthcoming winter session of the state Assembly, said chief secretary Bijay Patnaik.
