Sambalpur, Aug. 14: The local urban development authority's proposal to construct three commercial complexes in the city has made no headway because of issues ranging from a row over land to bureaucratic red tape.

The Sambalpur Development Authority had decided to construct an integrated market complex at Modipara in January 2014. The authority had planned to design the building of the proposed market complex in such a way that it could also accommodate offices.

The state-owned Industrial Infrastructure Development Corporation (Idco) had sought the planning and design of the proposed integrated office-cum-market complex from architectural firms. Eight architectural firms had then evinced interest. The eight firms had also given their presentations. The SDA had asked Idco to select one among them and implement the project itself. However, no development has been made in this regard ever since.

Sources in the Sambalpur Development Authority said that Idco wanted the possession of the land for constructing the integrated market complex. But, the Sambalpur Development Authority is not willing to handover the land to Idco.

In 2012, the Sambalpur Development Authority had also passed a resolution to develop a two-storey market complex near Jail Chhak that would accommodate 16 shops. It had identified 30 decimal land along the Jail Chhak-Kacheri Chhak Road for the proposed market. However, this project has also remained a non-starter because of land problem.

Sources said a temporary road leading to an under construction bridge had come up on the land that was chosen for the market.

The proposed market complex at Kirwa in Burla is also yet to take off because of bureaucratic red tape .

Sambalpur Development Authority chairperson Bijaya Mohanty said: "A decision has been taken to negotiate with Idco for an integrated market complex at Modipara."

"We will also engage a firm shortly to prepare the estimate and the design of the proposed market complex at Kirwa. We will take steps for the construction of the market complex near Jail Chhak once the construction of the flyover is completed in that area," said Mohanty.
