Bloopers mar IAS property list

Bhubaneswar, June 15: A 1992-batch IAS officer belonging to the Orissa cadre, Srikant Kumar Paikray, died of brain haemmorhage in 2008. However, he continues to live for the Government of India.

The Union government, in fact, seems to be waiting for Paikray to submit his property list, which is now mandatory for all officers of the country’s elite civil service. The website of the government’s personnel and training department mentions that the late IAS officer, whose last posting was an additional secretary, industries, Orissa government, is yet to submit his property list.

This is not the only blooper on the website. Senior IAS officer V. Varaprasad Rao of the 1983 batch of Tamil Nadu, who had contested election from Tirupati Lok Sabha constituency in Andhra Pradesh as a Praja Rajyam Party (PP) candidate in 2009 after tendering his resignation, is also mentioned among the officers yet to submit their property list.

Interestingly, even though Orissa chief secretary, Bijay Patnaik, has gone public about having submitted his property list, his name also figures with those who are yet to submit their property list.

According to the list, the IAS officers from Orissa who are yet to submit their property list are school and mass education secretary Aparajita Sarangi, energy secretary G. Mathi Vathanan and officer on special duty (OSD), board of revenue, Sangram Keshari Mishra.

The website also shows the 1976 batch IAS officer, Jayant Kumar Dev, who is on study leave since 2002, has also not submitted his property list. Similarly, 1990 batch officer, Saroj Kumar Jha, who has been mentioned as “absent from duty”, is also yet to provide details regarding his property.

The names of more than 140 IAS officers belonging to the Orissa cadre appears in the list as having submitted their property details. Among them, finance secretary Jugal Kishore Mohapatra’s immovable property is much less compared to others. He only has a three-bedroom flat in his name.

Home secretary U.N. Behera has .35 acre of land in his name at Mahanga and .0188 acre of land in the name of his son at the same place. Besides, he has a two-storeyed building at Patia and a homestead plot at Bidanashi in Cuttack and Bharatpur in Bhubaneswar.

Health secretary Anu Garg and her husband Sourav Garg, who is the secretary, housing and urban development, have a house in Noida at a cost of Rs 22 lakh and another house in Haryana costing Rs 1.5 crore and a house in Bhubaneswar with an investment of Rs 28 lakh.

Senior IAS officer, Priyabrata Patnaik, who is on study leave, has two plots and a house in his name. He gets Rs 14.40 lakh as rent per year. Besides, he owns one more plot in Suryanagar and has inherited a 15-acre mango orchard on the city outskirts.

Tourism and culture secretary, Ashok Triapthy, has two houses; one each in Palasapali and Unit-3 and principal secretary to the chief minister, Aditya Prasad Padhi owns a plot at Chandaka and a flat in New Delhi.

Senior IAS officer, Hrusikesh Panda, who is on a central deputation, has two flats, one at Keshura and another at Dwaraka in New Delhi.
