Advisory to avoid attack

Bhubaneswar, May 27: The state government today decided to issue fresh reminders to public representatives, including MLAs, of its security advisory regarding travel in the Maoist-dominated areas in the wake of the Naxal attack on a Congress convoy in Chhattisgarh.

“We will repeat our instructions on VIP movement to MLAs and MPs,” said home secretary U.N. Behera adding that security forces deployed in the districts bordering Chhattisgarh have been put on high alert.

The state government had issued the advisory in the wake of former Malkangiri collector R. Vineel Krishna’s abduction by the rebels in February 2011. Among other things, it warned the VIPs, including MPs and MLAs, against undertaking night journeys in areas known for Maoist activity.

The instruction sheet also advises against the use of official vehicles by public representatives and declaration of their tour programmes in advance in rebel-dominated districts.

Politicians and officials attending public meetings in such areas are supposed to inform the concerned district police authorities in advance.

The Centre, too, has issued an advisory to the states affected by Maoist violence, asking them to revamp the security of political leaders by appointing nodal officers to co-ordinate their programmes.

The Union home ministry in its advisory to states, including Odisha, said a nodal officer would be appointed at the police headquarters to co-ordinate programmes of all political parties.

The officer will also advise on security related matters, including arrangement for rallies, protection along route and carcade plan of the VIPs.

Government sources expressed concern over politicians’ indifference to the security advisory. While the Maoists gunned down BJD MLA from Umerkote Jagbandhu Majhi in 2011, last year, the radicals kidnapped another party MLA Jhina Hikaka from his constituency while returning home late at night.

However, state BJP president K.V. Singhdeo said the security provided by the state government was not enough.

On the other hand, Pradesh Congress Committee president Jaydev Jena urged chief minister Naveen Patnaik to call an all-party meeting to discuss the issue.

Naveen today declared an ex-gratia of Rs 2 lakh to the next of the kin of Prahlad Majhi and Chandrashekhar Majhi, the two labourers from Nabrangpur district who were among the 28 killed in the Maoist in Chhattisgarh.
