Regional offices to lessen Seba load

The Board of Secondary Education, Assam (Seba) will soon decentralise its functioning by setting up regional centres in lower, upper, central and southern Assam for the convenience of students.

Guwahati, June 9: The Board of Secondary Education, Assam (Seba) will soon decentralise its functioning by setting up regional centres in lower, upper, central and southern Assam for the convenience of students.

Seba is responsible for preparing the syllabi for Classes IX and X and for conducting matric examinations every year.

A Seba official told The Telegraph that once the regional offices are set up, students and their parents would not have to come to the board's head office here for every single work.

The regional offices will function like a single-window system to solve students' grievances, including re-evaluation of answer scripts.

"Now for every single work like correcting names in admit cards and registration cards, examinees from different parts of the state have to visit the Guwahati office. Such an exercise is a huge waste of time, energy and money and puts pressure on students," the official said.

Seba has already made preparations to set up the regional offices in Cachar, Bongaigaon, Sonitpur and Jorhat districts by October.

More regional offices will be set up in a phased manner.

The official said the board would engage its dedicated staff and officials to run the regional offices smoothly. The offices will be equipped with modern facilities.

"Conducting matric and high madarsa examinations from the single Seba head office in Guwahati is a mammoth task. Nearly four lakh students appear in these exams every year.

Setting up of regional offices will lessen the burden on the Seba headquarters to a large extent," the official said.

An eight-member committee, constituted by Dispur in 2011 to recommend reforms in Seba's functioning, had suggested that the board should have regional offices in Kokrajhar, Silchar, Lakhimpur, Kaliabor and Sivasagar to decentralise its functioning.

The official said Seba has also approached the state government to set up a centre to impart continuous training to schoolteachers to enhance the quality of their teaching and evaluation skills.

He said the proposed centre would be based at the Seba headquarters here and would impart training throughout the year to all high and higher secondary teachers.

"Seba is going to use information technology in a big way for fast and error-free evaluation in the matric exam," the official added.
