June 22: The Hyderabad-based Ramky Infrastructure Limited is set to bag the municipal power management deal, paving the way not only for a better Guwahati, but a cleaner Guwahati as well.

“The company will be given the letter of intent sometime next week after the Lower Assam Electricity Distribution Company Limited gives its approval to the power tariff for the 6mw power which will be generated from the garbage,” a senior official in Dispur said.

Under the municipal solid waste management project, a 6mw power generation plant will be set up and the power generated by the proposed “waste-to-energy” plant will be offered to the Lower Assam Electricity Distribution Company Limited.

The official said the private investment would serve as a big boost to the development of the city. The project is being executed under the public-private partnership mode.

“Anyone who wants to see the city beautiful should come forward to support the company which is well known for its work in other cities of the country,” the official said.

The final details will be known later once the deal is sealed. In fact, the moment when no other company had come to bid other than the Ramky, Dispur had asked the authorities to make sure that the company gets the project as it would be difficult to get another company to come to Guwahati for investment.

Ramky owns 15 bio-medical waste disposal facilities, 12 hazardous waste management facilities and over five municipal solid waste management facilities.

The company will invest nearly Rs 60 crore in the Rs 100-crore project while the rest would given by the Centre. The Union urban development ministry under the Jawaharlal Nehru National Urban Renewal Mission will sanction the central fund. As soon as the company gets the letter of intent, work on the project will start and will have to be completed within one-and-a-half years, as is mentioned in the terms of reference.

The company will also take over the special purpose vehicle in the name of Guwahati Waste Management Company Private Limited. It has been set up for implementing an integrated waste management facility, including an integrated waste processing facility at Boragaon in Guwahati.

The official said the situation has come to such a pass that anything other than the GMC is welcome in keeping the city beautiful. The project is unique and is the first of its kind in the municipal solid waste sector in the country, where the entire aspects of municipal solid waste management — from primary collection to disposal, including storage, secondary transportation, integrated processing and disposal — are being planned together.

The duty of the company would be to segregate collection of municipal solid waste through door-to-door waste collection system in municipal boundaries of the city, street sweeping and drain de-silting activities. It will also undertake the storage of collected segregated waste, street sweeping and drain de-silting in secondary collection points and transportation of waste from secondary collection points to project site.
