Shillong, May 10: Sleuths of the Criminal Investigation Department (CID) today made the second arrest in connection with the CMJ University fiasco.

Mrinal Kanti Deb, the registrar of the private university run by Chandra Mohan Jha, was arrested a day after the university’s deputy registrar, Premlal Rai, was booked.

“We have arrested the registrar this evening and more arrests are likely to follow,” a top Meghalaya police official said.

Both Deb and Rai have been booked under Sections 420, 466 and 406 of the IPC.

Rai was admitted to hospital last evening after he started complaining of health problems, public prosecutor I.C. Jha said.

“The police want Rai in custody for 10 days so that he can be further interrogated. But since he has been hospitalised, we have to wait till he is discharged,” Jha said.

Deb, Rai, university director M. Kaur and human resource manager Juban Kharpuri had applied for anticipatory bail. But the court of the district and sessions judge rejected their application on Wednesday.

Police are also looking for Chandra Mohan Jha, the university’s chancellor.

The university has been in the news after governor Ranjit S. Mooshahary, who is also the university’s visitor, pointed out various irregularities in its functioning.

On April 30, Mooshahary’s principal secretary M.S. Rao raised several points regarding irregularities in the functioning of the university in a letter addressed to Chandra Mohan Jha, chairman, CMJ Foundation and chancellor of the university.

The principal secretary’s letter not only sought an explanation but also directed the university to withdraw all degrees to students of the university.

At the same time, Rao said admitting students into the university was “illegal”.

The private university allegedly awarded PhD degrees to 434 students in 2012-2013 and enrolled 490 students for their PhD programme in the same academic year.
