The BJP on Sunday urged the Election Commission to deploy a special observer for Nalanda, the native district of chief minister Nitish Kumar, to conduct fair polls on October 28.

The demand was placed before chief election commissioner Nasim Zaidi.

A delegation led by BJP state president Mangal Pandey submitted a memorandum of demands. "The BJP apprehends large-scale irregularities in the ensuing Assembly elections in Nalanda," Pandey told the poll panel.

Accusing some of the district officials engaged in election related work of a partisan role at the behest of the ruling alliance, Pandey told the EC team that attempts were being made to disturb the rallies of the Prime Minister.

A delegation of the JDU led by Ram Vachan Rai and Anil Hegade sought the intervention of the poll panel in the announcement by minister of state for petroleum and natural gas Dharmendra Pradhan of providing free LPG connections to women free of cost. "Making such an announcement is an attempt to woo the voters," he said, seeking action against the minister.

The RJD delegation led by Manoj Jha demanded a strict vigil on the activities of the main political rival (read BJP) during the festive season.

The delegation also demanded a check on giving subscriptions to puja organisations by political parties. "If subscriptions are given to Puja organisers, they should be included in the candidates' poll expenditure," Jha said.

Representatives of the Congress, the NCP and CPM lodged complaints related to non-implementation of single-window system. The officials at the district-level were not abiding by the EC's guidelines.

On Monday, the panel will visit Muzaffarpur with division and district level officers to review preparedness for the fourth and fifth phases of the elections. Earlier, they reviewed election expenditure management with state chief electoral officer Ajay V. Naik, police, excise and income tax officers.
