Govt to tag scores of DMs in appraisal report

After deciding to rank district magistrates on the basis of their performances in implementing the schemes taken up under the seven resolves, the Bihar government would now incorporate the scores in the personal appraisal reports (PARs) of the district magistrates.

A decision to this effect was taken at a high-level meeting, which was chaired by development commissioner Sishir Sinha, held earlier this week.

Senior officials from the general administration department and the cabinet secretariat among others attended the meeting.

Prior to the meeting, a presentation was made by the Bihar Vikas Mission in which details of the methodology for giving scores to the district magistrates on the basis of their performances would be assessed.

The Telegraph on August 29 had reported about the new move of the government for which the Bihar Vikas Mission had taken the initiative.

Apart from providing the details of the 10 schemes under the seven resolves on the basis of which the scores of the district magistrates would be calculated, the report had also narrated the weightage given to the different schemes to calculate the scores.

'The development commissioner directed the officials concerned to prepare a letter with details and send it to all the divisional commissioners asking them to incorporate the scores of the district magistrates earned on the basis of implementing the schemes under seven resolves in their respective PARs,' said a Bihar Vikas Mission source who was present in the meeting.

According to rules, the divisional commissioner of the division under which a given district falls writes the PARs of the district magistrates.

PAR is an important document, which contains details of the performance of the district magistrates and an adverse entry into the document is considered not good from the career point of view of an officer.

The BVM source said the development commissioner also directed the officials concerned to start sending the scores of the DMs to the districts.

'The purpose of sending these monthly reports to the district is not only to make the DMs aware of the scores earned by them by implementing the seven-resolve schemes but also to provide information about the performance of their counterparts in other districts,' said the source.

The seven resolves of the Bihar government were announced in 2015 and these entail a plethora of schemes, including the ones dealing with construction of toilets in all households, providing drinking water facility and power connection in every household and also providing loans to students for pursuing higher education among others.

The state government has set up the Bihar Vikas Mission, which has government officials as well as highly-paid professionals from the field of management and other related fields, to keep tab on the implementation of the schemes and also to suggest ways for their better implementation.
