Bhubaneswar, May 15: The traffic wing of the city has sought several equipment such as breath analysers, luxometers and cranes for traffic management here.

While breath analyser is a device for estimating blood alcohol content from a breath sample, and in the process, widely used to check drink driving, luxometer is an instrument for measuring various characteristics of light such as its intensity, distribution, flux, colour and so on.

The police also plan to introduce the e-challan system for the twin cities of Cuttack and Bhubaneswar - which will enable the cops to collect penalty through debit cards, credit cards and online banking from traffic violators.

At present, the traffic wing has only three small cranes to tow vehicles - which are insufficient to deal with illegal parking in the city. Besides, the police have been managing with two breath analysers and two speed cameras (device to monitor vehicles' speed), which are inadequate to handle around nine lakh vehicle population of the state capital.

"We have asked for a big crane, which can be used for lifting cars and other vehicles parked illegally. We have also sought six breath analysers and 40 luxometers. Besides, the traffic wing needs around 500 traffic sign posts in the city," said a senior police official working with the traffic wing.

Traffic violations in the city are a frequent phenomenon. According to official statistics, as many as 1,07,231 traffic offenders had been penalised in 2015 in Bhubaneswar, while the number increased to 1,26,578 in 2016. The traffic wing had also collected Rs 1.27 crore as penalty in 2016 in Bhubaneswar alone.

The police said the e-challan system would be introduced in the next three months in the twin cities. The system involves use of hand-held devices to issue challans on the spot for traffic violations.

The police said the devices would be integrated with a networking system to store the database of violators and connected to the central sever.

In April, Bhubaneswar Smart City Limited had also started work on installation of sensor-based smart traffic signalling system in the city. In the first phase, five junctions - Housing Board Square, Institution of Engineers Square, BDA City Centre Square, Regional Institute of Education Square and Anand Bazar Square - will be covered.
