Sanitation lapse fines

The local civic body has planned to impose fines ranging from Rs 50 to Rs 5,000 for lapses in sweeping and collection, transportation and disposal of garbage.

Cuttack, Aug. 6: The local civic body has planned to impose fines ranging from Rs 50 to Rs 5,000 for lapses in sweeping and collection, transportation and disposal of garbage.

A tender floated for the Cuttack Municipal Corporation's integrated municipal solid waste management project inviting bids from private operators has included the penalty provisions as part of the contract. The last date for receiving bids has been fixed for August 28.

In 2011, the municipal corporation had for the first time given the responsibility of solid waste management to a private operator for five years on a contract basis. But such penalty provisions were not a part of the contract then.

"The wide range of penalties is expected to ensure that the private operator, who gets the contract this time, does not work sloppily," municipal commissioner Gyana Das told The Telegraph.

The penalty provisions in the contract include Rs 250 per area per day for sweeping not done in any area, Rs 50 per day per house for municipal solid waste not collected for more than one day (24 hours), Rs 250 per roadside bin not cleared for more than a day, Rs 1,000 for overflowing of garbage from roadside bins for more than 24 hours, Rs 5,000 for collection of mixed debris with garbage and transportation to transfer station/landfill site, Rs 1,000 a day for non-functioning of complaint redress cell and Rs 250 per day delayed for non-attendance within 24 hours to complaint registered.

No payment to the private operator will be made for individual service, such as sweeping, house-to-house collection, storage, transportation and disposal. Service charges will be based on the quantity of municipal solid waste transported according to the rate approved after finalisation of the bid.

Apart from cleaning all drains and bushes, the private operator will operate and maintain the existing compost plant at Satichaura for processing biodegradable wastes. It will also construct and maintain a mechanised transfer station at its own cost there for garbage collected from across the city and forward transportation to the dumping site at Chakradharpur on the outskirts of the city.
