Bhubaneswar, May 10: The State Commission for Women (SCW) today submitted its report on the April 23 violence involving lawyers at the residence of Sambalpur collector Mrinalini Darswal.
SCW chairperson Jyoti Panigrahi has neither blamed the collector nor lawyers for the violence, which she described as unfortunate in the report. She said Crime Branch should continue with its probe and advised the lawyers to call off their agitation.
The commission narrated how the incident had taken place on April 23 leading to the ransacking of the district collectorate and her residence.
On the other hand, the lawyers have been organising a series of protest demanding immediate arrest of Sambalpur collector Darswal for allegedly misbehaving with them on April 23 while they were going to lodge protest on loadshedding.
In her report, the commission said when Darswal got to know that members of the Sambalpur Bar association planned to go to the Burla Wesco office to protest against the loadshedding, the district collector had apprehended law and order problem and decided to stop them, Later, she had reached the spot and said she would not allow them to proceed.
The Commission said that she had no scope to speak about the discussion going on between the collector and the lawyers inside the bus, which is being now investigated by the crime branch. “ However, there is definitely heated discussion among the lawyers and the district collectors inside the bus,” she said in her report.
The Commission suggested that the government may convene high level meeting inviting chairman, Bar council, president IAS officer’s association, President, Sambalpur Bar Association to resolve the issue.
The Commission further suggested that the DG of Police and district collector of Sambalpur should try to solve the problem to maintain peace in the State and early functioning of all courts.
She further suggested that district administration of all districts while apprehending any law and order situation should take sufficient precautionary measures to avoid this type of situation.
She further said that the sufficient police force should always be ready to be deployed instantly.
The report also narrates how the district collector was rescued by the police from the bus. After being rescued by the police, how the collector had proceeded towards the district judge office to bring the matter to his notice. The report also states that how the advocates had ransacked the residential office of the collector.
They had also thrown the flower pots on the vehicles, on the wall .The lawyers had continued such hooliganism till Police IG reached the spot.
However, the Commission has condemned the entire episode and said the ladies were scared at this incident. The Commission also urged the lawyers to stop the agitation unconditionally as the incident is being inquired into by the Crime Branch.
