Cuttack, March 9: Another PIL filed in Orissa High Court has sought CBI probe to find out the extent of illegalities in allotment of plots and houses in Bhubaneswar and other urban areas.

Pradip Pradhan, a social activist, filed the petition last Friday. The petition has not been listed for hearing so far.

The PIL has sought the court's direction for a CBI probe citing a recommendation of the Task Force the state government had formed to examine the irregularities regarding allotment of land, flats and houses under the discretionary quota since January 1, 1995 in Bhubaneswar and Cuttack urban areas.

With additional chief secretary Taradatt as chairman of the Task Force, which had also been asked to review allotment of more than one plot, flat or house to the members of the same family, submitted to report to government on October 31 last year.

The petition said the Task Force, in its report, had recommended another exercise to obtain comprehensive details, including allotments made prior to January 1, 1995, to know the exact extent of individuals and families who had taken undue benefit of multiple allotments against the schematic provisions.

'Actual number of multiple allotments of plots, houses, flats by the general administration department, Bhubaneswar Development Authority, Cuttack Development Authority and the Odisha State Housing Board against affidavits, applications, both false or not false, may be quantified,' the report had recommended.

Earlier, acting on a PIL the high court had on December 12 last year directed the state government to submit the report of the Task Force, along with action taken report.

The state government had submitted the report along with proceedings of the state cabinet on the recommendations of the Task Force in a sealed cover on December 19.

The court had registered the PIL on the basis of a letter petition seeking CBI probe on 'high-level corruption in dealing with government lands by general administration department, develop authorities and other public bodies'. The PIL is pending before the court.

The letter petition written by one Ramesh Chandra Sahoo of Cuttack had alleged that high dignitaries had grabbed valuable government lands by giving false affidavits and declarations.

Sahoo had sought the court's direction for CBI probe on allotment of lands by the general administration department, Cuttack Development Authority, Bhubaneswar Development Authority, Rourkela Development Authority and the Puri Konark Development Authority.

Another PIL pending in high court has also sought CBI probe on alleged abuse of official position by bureaucrats and ministers in allotment of prime residential plots through the discretionary quota in the urban areas. Kamal Kant Jaswal, director of Common Cause, a New Delhi-based organisation, along with Cuttack-based social activist Jayanti Das, had filed a PIL in September last year. No order, however, has been passed on the petition so far.
