Plot quota slap on 88 more offenders

The development authority has issued notices to 88 more beneficiaries of multiple allotments under the discretionary quota (DQ) for cancellation of additional plots.

Cuttack, June 26: The development authority has issued notices to 88 more beneficiaries of multiple allotments under the discretionary quota (DQ) for cancellation of additional plots.

The Cuttack Development Authority had started the process for cancellation of additional plots by issuing notices to 30 such beneficiaries on June 20.

Vice-chairman of the authority Pratap Das today told The Telegraph: "As part of the cancellation process, we have so far issued notices to 118 beneficiaries of multiple allotments."

The state government had formed a task force to examine the irregularities regarding allotment of land, flats and houses under the discretionary quota since January 1, 1995 by the Cuttack Development Authority and the Bhubaneswar Development Authority. The task force was also asked to review allotment of more than one plot, flat or house to the members of the same family.

It submitted its report on November 3 last year. The state government passed resolution to implement it on January 30. "In case of multiple allotments, the additional units allotted to ineligible individuals or families as pointed out by the task force in its report be cancelled and resumed to the concerned authorities," the resolution said.

"The notices have been issued to the beneficiaries of multiple allotments under the DQ to showcause within 30 days as to why the additional plots in their name or name of their spouse shall not be cancelled," Das said.

As part of the implementation of the task force report, the state vigilance has been probing into allotments under the discretionary quota, in which false affidavits were submitted for getting multiple plots.

Official sources said 28 showcause notices were issued on Wednesday while another 60 showcause notices had followed yesterday. "More showcause notices will follow as we have already identified, with the help of the state vigilance, 191 beneficiaries of multiple allotments under the discretionary quota for the cancellation process," the vice-chairman said.

Sources said that around 920 allotments of plots and houses by the development authority under the discretionary quota that had been made in the Bidanasi Housing Project area since January 1995 were being examined for cancellation.

The comptroller and auditor general, in its report on General and Social Sector - 2013, said "169 out of 254 test checked plots allotted under the discretionary quota in the Cuttack Development Authority valued at Rs 11.08 crore remained vacant".

"This indicated that allotments under the discretionary quota had been made to persons without verifying the immediate requirements of the applicant," the audit report observed.
