
Bhubaneswar: The urban development authority has planned to develop yet another housing complex for urban poor at Nakhara under the state's Housing for All scheme.
The project will be executed in public-private partnership mode where the government will provide land to a private developer, who will construct the houses at its own cost.
Nearly 65 per cent of the land will be used to construct the houses, while the private developer will use the remaining 35 per cent to recover project cost.
This time, the government has planned to develop 600 housing units preferably in a four-storey structure on an identified patch of six acres at Nakhara.
The tender for the project has already been called. Once the tender is finalised, the project will be completed in 24 months.
However, uncertainty remains over how many people will be interested in the project as developers of similar projects in the city are already suffering from various problems in project execution.
The Bhubaneswar Development Authority is executing similar projects at Bapuji Nagar, Gadakana, Chandrasekharpur, Subuddhipur and Satya Nagar, for which tenders have been finalised and the executors have already been selected.
But the projects are still hanging fire because of various reasons.
To start with, the developers are having problems in getting bank loan since several banks are asking them to mortgage the land, which as of now belongs to the state government.
"The banks want security for lending and such projects couldn't be executed without financial assistance" said Debasish Sarangi, a a prperty developer here.
"The government should have thought of this aspect before taking up such PPP projects. Now, the developers are at receiving end," he said.
A senior official of the housing and urban development department said that deliberations were on to find out a solution.
"If not the land, we will create different security that can be mortgaged. Other problems will also be resolved soon," he said.
