Lokayukta stalemate

Opposition parties in Odisha Assembly on Saturday demanded an apology from chief minister Naveen Patnaik for misleading the House over enforcement of the Lokayukta Act, sparking pandemonium for a second consecutive day.

Bhubaneswar: Opposition parties in Odisha Assembly on Saturday demanded an apology from chief minister Naveen Patnaik for misleading the House over enforcement of the Lokayukta Act, sparking pandemonium for a second consecutive day.

However, normality was restored following an all-party meeting convened by Speaker Pradeep Amat.

As soon as proceedings for the day began, Opposition members from both the BJP and the Congress trooped into the well to demand an apology from Naveen, forcing a series of adjournments.

They alleged that the government had submitted a false affidavit on the appointment of the Lokayukta.

The Odisha chief secretary, in an affidavit to the Supreme Court, had stated that the Odisha Lokayukta Act, 2014, "has come into effect from January 16, 2015, and presently steps for framing of Orissa Search Committee Rules are under process".

BJP legislature party leader K.V. Singh Deo said: "The government should issue a statement on the order on the Lokayukta issue."

BJD MLAs said the government did not file any false affidavit and steps would be taken to appoint the Lokayukta. "We have highest regard for the apex court order. It is binding on all of us," said government chief whip Amar Prasad Satpathy.

As the stalemate continued, parliamentary affairs minister Bikram Keshari Arukh, Satpathy and senior BJD MLA Sanjay Das Burma called on leader of Opposition Narasingha Mishra at his Assembly chamber to resolve the impasse. Later, the Speaker called an all-party meeting.

Following the meeting, the Opposition agreed to help the Speaker run the House.

Lawyer Manas Mohapatra said: "The apex court has given a mandate to complete the process by July 10. If the government fails to do it, it will create a constitutional crisis."
