Koraput: The district administration has prepared a blueprint to strengthen infrastructure at Kotiya panchayat in Pottangi block, peeved at repeated infiltration by Andhra Pradesh government officials to the disputed panchayat.

As par of the plan, the officials have proposed to upgrade the panchayat's only residential high school from its present Class X to Class XII. They also plan to construct a road from Kotiya to Tadivalsa and a bridge at Kotiya for better communication facilities.

Koraput sub-collector Krutibas Rout said: "The blueprint aims to strengthen the infrastructure at Kotiya. We have also proposed the establishment of more primary schools, construction of roads and developing health care facilities for the villagers."

"Once we finalise the project report, we will send it to the government for necessary action," he added.

He said the 15km road from Kotiya to Tadivalsa would be constructed on a priority basis.

"Despite floating the tender notice several times for the Rs 8.90 crore project, contractors are not taking part in the process for fear of Maoists. Hence, we have decided to take up the work on a priority basis as it is an important road in the panchayat and will help take our development projects to the doorstep of villagers," Rout said.

The collector of Andhra's Vizianagaram district had visited Kotiya and launched that government's flagship Janmabhoomi programme at Tolo Ganjeipadar village. On Wednesday, the Andhra officials distributed solar lights to several villagers in the panchayat.

Last week, the Koraput district administration introduced a bus service to Kotiya and erected a check post at Tau Padar to check the infiltration of Andhra officials.
