Court seeks engineer count

Orissa High Court has directed the state government to provide details on the number of empanelled diploma civil engineers in the state and the number of vacancies in the junior engineers post for them.

Cuttack: Orissa High Court has directed the state government to provide details on the number of empanelled diploma civil engineers in the state and the number of vacancies in the junior engineers post for them.

The court issued the direction while hearing a batch of petitions filed by diploma civil engineers seeking intervention against the recruitment of junior engineers through the Odisha Staff Selection Commission.

They had challenged the government's move as it had ignored the earlier process of recruitment from out of the panel maintained by the Committee of Chief Engineers and Engineer-in-Chief (Civil), Odisha. The petitioners moved the high court after the State Administrative Tribunal rejected their petition following an August 2014 Odisha Staff Selection Commission invitation for applications for 551 junior engineer (civil) posts.

On May 1, the high court had directed that the selection process may be completed, but restrained authorities from issuing appointment letters without its permission as an interim measure. By the time the interim stay order was issued, the state government had appointed 115 junior engineers (civil).

A division bench of Justice Indrajit Mahanty and Justice K.R. Mohanty posted the matter to November 16 for hearing along with the details from the government.

The court, however, lifted the interim restriction and allowed the government to complete the recruitment process for the remaining 436 posts.

It also removed the restriction after it was informed by the state water resources department that a decision had been taken to make all appointments to existing vacancies of junior engineers from out of the panel maintained by the Committee of Chief Engineers and Engineer-in-Chief (Civil), Odisha. The diploma holders would be referred from the panel according to the requisitions of vacant posts of junior engineers from different departments.
