Budget & tension at council meets

The Bhubaneswar Municipal Corporation council today passed its final budget of Rs 500.70 crore for 2015-16 while its Cuttack counterpart placed its draft budget of Rs 339.76 crore for the year.

Bhubaneswar/Cuttack, Feb. 27: The Bhubaneswar Municipal Corporation council today passed its final budget of Rs 500.70 crore for 2015-16 while its Cuttack counterpart placed its draft budget of Rs 339.76 crore for the year.

While the BMC budget's highlight was collection of user fees for municipal waste and garbage from March 1, the CMC council's proceedings were disrupted following a verbal duel between Congress and BJD councillors.

With the receipt from various taxes going down, the BMC councillors voted for the proposal to collect user charges for garbage collection from houses. "Multinational fast food chains, which have opened their franchises and selling pizzas, burgers, coffee and chicken products have to pay Rs 5,000 per month as they are producing a lot of garbage even on daily basis," said municipal commissioner Krishan Kumar.

While parking fees of vehicles have been revised, fine for stacking building materials on roads and littering public streets and places will be charged.

Mayor Ananta Jena said: "We are already in the race for inclusion in the smart city category, and the Centre has kept a clause that to become eligible for the smart club, citizens have to share the burden of city's fund requirements."

On the other hand tension ran high during the special council meeting that was convened to place CMC budget for 2015-16 fiscal.

The BJD and Congress councillors locked horns over whether the council meeting was convened to place or discuss the contents of the budget today.

A surplus budget of Rs 33.48 crore with an expenditure pegged at Rs 31.36 crore for the 2015-16 fiscal had finally been placed, and the council meeting was dissolved.

"A discussion on budget proposals will be held in a special council meeting that will be held after a week," said Cuttack mayor Anita Behera.

Earlier, trouble had erupted after Congress councillor of ward No. 4 Giribala Behera had demanded a detailed discussion on the budget presented in the House by the finance officer. The BJD councillors had vehemently opposed it.

Behera alleged that the BJD councillors misbehaved and tried to hurl a glass filled with water at her. Accusing the BJD councillors of misbehaving with a woman councillor during the council meeting, the Congress councillors later staged a demonstration.

"We had received a notice that a discussion on budget will be held today. BJD councillors and some standing committee chairpersons opposed when I started the discussion," said Behera.
