Bhubaneswar, July 9: The survey for the enumeration of families living below poverty line (BPL) will start from September 15. The survey will be conducted purely on the basis of socio-economic indicators, said Orissa panchayati raj minister Maheswar Mohanty.
Departmental secretary, Pradeep Kumar Jena said: “The Centre has issued a set of guidelines to the state government on the matter. We received the communication yesterday. Major share of the expenditure in carrying out the survey will be borne by the Centre.”
Jena further said that once the BPL list was ready, it would help the Orissa government to get several benefits from the Centre for beneficiaries living below poverty line.
“A number of measures have been taken to ensure that the preparation of list is fair. There is provision for automatic inclusion and exclusion of beneficiaries. If a person is a government employee, an income tax payee or owns irrigated land up to two acres, his name will be automatically excluded from the list,” he said.
The survey work would be completed within 45 days. As many as 23,500 enumerators and similar number of data operators will be engaged in the enumeration exercise, official sources said.
Jena clarified that primary school teachers will not be involved in the BPL survey work as it would hamper teaching.
Anganwadi employees and officials from various government departments would be engaged for this purpose.
A fresh survey list will be implemented in March 2012. Now, the BPL cardholders are getting 25 kg rice at the rate of Rs 2 per kg and 35 kg rice under Antyodaya scheme.
After the rice scheme was launched, a number of fake cards have been detected.
“We hope the fresh BPL list will help in curbing fake cards,” said panchayati raj department officials.
In another significant development, the Orissa government today decided to implement a scheme under the National Rural Livelihood Mission (NRLM) in 40 blocks of the state.
Later, it would be extended to all the 317 blocks of the state.
