Guwahati, July 18: The Anamika Ray Memorial Trust will observe "Anti-Medical Terrorism Day" tomorrow to create awareness about the issue as part of its efforts to improve the healthcare sector in the country.

The trust will hold a candlelit demonstration at Dighalipukhuri here. Symbolic protests will also be held at Daulamukh Chariali in Sivasagar and other parts of the country, as well as abroad.

The trust was formed by Gauhati University professor Ankuran Dutta, husband of Anamika Ray - a victim of medical negligence - to highlight the increasing number of medico-legal cases in the country. It also published a document containing 10 rights and 10 responsibilities of patients last month.

The trust has forwarded a memorandum to the Prime Minister comprising 10 points or steps to be taken to curb medical negligence.

The points include total CCTV surveillance and recording for 100 days so that visual evidence is available, monitors displaying the interior of ICUs to be placed in waiting halls, a photocopy of the indoor case file or bed head ticket to be provided, full recording of all surgeries to be handed over to the patient along with the discharge summary, prompt action by police, including seizure of indoor case file, and forwarding the same to medical councils in case of complaint, medical tests not to be referred to particular labs by the doctor and prescription to contain generic names of medicines.

They also include a paper on medical ethics and doctor-patient communication to be incorporated in all medical courses, acquiring a proper licence by paramedics and development of a record-keeping mechanism in cases of medical errors by the state and Union governments.
