APW seeks land probe

Assam Public Works, a social organisation, has approached the court of special judge, Guwahati, seeking an inquiry into alleged illegal possession of government land at Dispur by a construction firm.

Guwahati, Nov. 1: Assam Public Works, a social organisation, has approached the court of special judge, Guwahati, seeking an inquiry into alleged illegal possession of government land at Dispur by a construction firm.

The organisation told the court that the construction firm, M/S Build Worth Pvt Ltd, succeeded in including its name in the land records of three bighas of land, which were previously recorded as government land.

The plot of land, which falls under Dispur revenue circle, is just 50 metres from the MLA colony.

The organisation told the court that they had come to know through an RTI petition and other sources that in 1975 the plot of land was declared as government land under the land ceiling act.

However, in 2011 the then deputy commissioner of Kamrup (metro), Ashutosh Agnihotri, allotted it through an order to the construction firm and accordingly, the relevant land records were corrected.

The firm is building a multi-storeyed residential complex, Park Panorama, on the plot.

The market value of each apartment could be Rs 1 crore to Rs 1.5 crore, Abhijeet Sharma, the president of the organisation, told reporters today.

The case was filed in the court by the organisation's publicity secretary, Rajib Deka.

It said besides Agnihotri, the land was allegedly transferred in connivance with another IAS officer, Puru Gupta, who was then the additional deputy commissioner (revenue) of the district.

The organisation urged the court to ensure that the matter was investigated by an "appropriate investigating agency."

The court said the complaint by the organisation "apparently attracts the relevant provision of Prevention of Corruption Act". It said the complainant was "at liberty to obtain the previous sanction from the authority concerned and submit the same before this court on December 30."

The organisation had submitted a memorandum in July to chief minister Sarbananda Sonowal on the issue and requested an inquiry but no action had been taken.

"At a time when thousands of landless people in the state have hit the streets demanding land, business groups from outside the state are illegally acquiring land in connivance with IAS officers," said Sharma.

It requested the people who had booked apartments in the residential complex to take back their money, saying that once an investigation was conducted, the entire project would come to a halt.

"We also request the government to stop all construction work in the residential complex," said Sharma.
