US agency submits city master plan - Final draft to seek urban development dept seal

Jamshedpur, Dec. 17: US-based agency Superior Global today submitted the final draft of the master plan — Urban Agglomeration - 2008 — to East Singhbhum district administration.

The administration had earlier directed the master plan steering committee to come up with suggestions on the draft urban agglomeration by November 24.

“We have received a number of suggestions on the draft of urban agglomeration from the steering committee on changes they felt necessary in the master plan. Most members are happy with the plan prepared by the agency. However, we received some positive suggestions, which were later incorporated in the plan. The suggestions were minor so the plan was not changed,” said an official of Superior Global.

Apart from civic bodies, Jamshedpur Utilities and Services Company and Adityapur Industrial Area Development Authority had also given their suggestions for making changes in the draft that was earlier presented by the agency at district-level steering committee on November 14.

He said the members have liked the proposal on decentralisation of the resources to new parts of the city. They also said the final plan would now be sent to state urban development for approval.

“The technical committee of the department would first study the plan prepared by us before giving it the go-ahead. The state-level committee might also give some suggestions, which would be incor-porated by us later,” said the official.

The master plan has been prepared keeping in mind the city’s requirements up to the year 2027, when the population is expected to reach 30 lakh. This is first of its kind guiding plan for the steel city and it covers an area of 149sqkm.

There was various stages to the plan from data collection, mapping, taking into consideration stakeholders’ view to preparing the vision statement for the city.

The master plan covers areas under four civic bodies in and around the city — Jamshedpur Notified Area Committee, Mango Notified Area Committee, Adityapur Notified Area Committee and Jugsalai Municipality. It also covers eight villages in the periphery like Kitadih, Haludbani and Parsudih.

“Once the plan is approved by state government, the district can utilise the master plan to create new infrastructure and facilities in the steel city. Based on this master plan it can approve detailed project report for various projects,” said the official.

The final layout aims to curb haphazard construction of buildings, industries, roads and identifies areas for residential, commercial and industrial purposes. It also suggests places to construct sewerage lines, residential complexes, schools, commercial establishment and industrial units.
