Survey to keep tab on vendors

Roadside vendors of the state capital will be soon surveyed and registered in keeping with a long-pending plan to give them a proper identity and designated trading zones under the Jharkhand Urban Street Vendors (Protection of Livelihood And Regulation of Jharkhand Street Vending) Act.

Roadside vendors of the state capital will be soon surveyed and registered in keeping with a long-pending plan to give them a proper identity and designated trading zones under the Jharkhand Urban Street Vendors (Protection of Livelihood And Regulation of Jharkhand Street Vending) Act.

A five-member sub-committee, which was constituted by the Town Vending Committee of Ranchi Municipal Corporation (RMC) on March 17 to look into various aspects of street vending and suggest ways to regularise hawkers, held its first meeting on Monday, offering suggestions on preparing formats for a survey to create database of vendors and registration forms.

While the meeting was led by sub-committee chairman Ram Krishna Kumar, assistant executive officer (AEO) of RMC, the other four members were president and general secretary of Ranchi Footpath Dookandar Sangh (RFDS) Deepak Singh and Anita Das, respectively, and representative of businessmen Arun Budhia and representative of ward councillors Ashok Baraik (ward No. 28).

It was decided that the surveyors must take photographs of the vendors with details of his/her business, trading spots etc. As for the registration form, the format should have proper columns for photograph, name, father's name, husband's name, age and caste. This apart, a vendor has to also submit an affidavit giving declaration that he or she has no source of income other than the pavement shop.

The final formats will be approved at the next meeting on April 13.

Budhia said that the 19-member Town Vending Committee, at a meeting on March 17, had constituted the sub-committee and gave it a month's time to carry out three tasks - first, suggestions on the format of the surveys; second, deciding the registration process; and third, allotment of place to vendors.

"Out of these three, the sub-committee worked on two issues today (Monday). It will again meet on April 13 to discuss the third one," he added.

AEO Kumar said: "In the next meeting, the final format of the survey and registration forms prepared in accordance with the vending sub-committee's suggestions will be approved for presentation before the town vending committee."
