Senior Bhim Rao Ambedkar Bihar University officials, accused of financial irregularities at the varsity, have been thoroughly quizzed.

Two former student leaders and now social workers, Rajiv Ranjan Das and Ashok Kumar Choudhary, had filed a complaint on August 14, alleging anomalies in conduct of undergraduate examinations at the university.

They alleged anomalies in awarding a contract to M/s Kendriya Bhandar for computerisation work, printing of answer books and providing marksheets to examinees of the three-year degree course in 2012 .

Governor D.Y. Patil, who is also chancellor of universities, had set up a high-level probe, to be led by former inspector-general of police (IGP) B.B. Lal. The IGP, camping in Muzaffarpur since October 25, was asked to probe the cases thoroughly and take action to tighten the noose around suspected officials. He has been asked to file a report in a month’s time. The office of the governor sought replies from the accused on the allegations made by Das and Choudhary on September 23.

After going through the replies, the governor’s office served showcause notices on eight university officials, namely former vice-chancellors Bimal Kumar and Kumaresh Prasad Singh, former registrars Vibhas Kumar Yadav and A.P. Mishra, present VC Ravi Verma, registrar Vivekanand Shukla, examination controller Arun Kumar Singh and university information officer Raghunandan Prasad Singh for their alleged roles in financial indiscipline.

Prima facie, the governor is convinced that an inquiry is needed into the financial irregularities.

Any other violation of act, statutes and relevant provisions that may come up during the probe will also become a part of the probe, the notification said.

Complainant Das told The Telegraph that two former registrars, Vibhas Kumar Yadav and A.P. Mishra, examination controller Arun Kumar Singh, finance officer JNP Sinha, financial adviser J.L. Srivastava, former proctor Ashok Kumar Srivastava, registrar Vivekanand Shukla, deputy registrar Ajay Kumar, coordinator of college development council Vinod Kumar Singh, inspector of college R.P. Mahto, besides five other suppliers of copies and stationery, have been thoroughly quizzed. He said former VC Bimal Kumar feared a threat to his life and refused to appear before the probe team in Muzaffarpur. He sought an appointment in either Patna or elsewhere.

Das said he strongly pleaded for immediate quizzing of former VC Kumaresh Prasad Singh, who played a pivotal role in passing a payment order of Rs 77 lakh to M/s Kendriya Bhandar on March 24, 2013.

Singh would be quizzed in a day or two. The complainants have sent a plethora of complaints to B.B. Lal in writing, regarding alleged corrupt practices by former VC Bimal Kumar. Lal has assured necessary action.
