Training mantra for govt officials

The state has planned to train government officials posted at the block, division and gram panchayat levels to ensure quality work.

The rural development department, to achieve the goal, has decided to open district rural development training centres (DRDTCs) in all the districts.

For financial year 2013-14, the department would spend Rs 1,509 crore on development work in rural areas on various schemes related to development, housing and employment.

“These schemes would be implemented by officials posted in rural areas. Regular value addition is possible only through training. So we have decided to set up DRDTCs in all the districts,” said rural development department minister Nitish Mishra.

The department would spend Rs 1 crore to set up each training centre and Rs 20 lakh every year on the functioning of each of them.

Elucidating the programme, Mishra said: “Experts, subject specialists and retired government officials would train the officials in their respective work profiles such as like managerial skill, accounts and disaster management. That would help improve the work quality and efficiency.”

Initially, training would be imparted in certain government buildings but by the end of March, 2014, the centres would come up and start functioning. During the training, the officials would be trained in other activities such as identification of development work at the block and panchayat levels and would be taken on tours to motivate villagers to participate in the department’s work and schemes. Villagers and groups would be rewarded for carrying out their responsibilities with honesty.

“Until we train government officials to motivate people everyday, it would not be possible to establish a transparent working style,” said Mishra.

A director would be appointed at every training centre. He would have to shoulder certain responsibilities such as preparation of annual training calendar and training module with help of rural development department and the Bihar Institute of Public Administration and Rural Development.
