Muzaffarpur, Aug. 10: Bhim Rao Ambedkar Bihar University examination controller Arun Kumar Singh is in trouble for sending answer sheets to BN Mandal University without codes, violating the order of vice-chancellor Bimal Kumar. A panel has been constituted to probe into the incident.
The examination controller had sent 7,000 first-year answer sheets to BN Mandal University without the codes on August 7, a day after newly appointed vice-chancellor Bimal Kumar had ordered not to send answer sheets of degree courses to BN Mandal University without proper codes. Bimal had convened an emergency meeting on August 6 to discuss the issue. All the members of the university’s examination board, including pro vice-chancellor Padmasha Jha, registrar Vibhas Kumar Yadav and examination controller Singh, were present at the meeting.
Despite the decision to not to send copies without the codes, the answer sheets were forwarded for evaluation the very next day.
The tussle between the vice-chancellor and the examination controller has created tension in the academic circles of the university, sources told The Telegraph.
The action of arbitrariness of the examination controller has invited the wrath of the vice-chancellor, who inspected the storeroom of the university on August 8.
After finding that the answer sheets of the first year students were not in the room, Bimal ordered for a replacement of the lock of the room and decided to keep the keys with him.
Bimal also slapped a showcause notice on the examination controller for breach of trust as well as lapses.
Besides, the vice-chancellor has also set up a five-member probe committee to tighten the noose around the examination controller and suggest actions against him.
Registrar Vibhas Kumar Yadav heads the probe committee.
Sources in the university told The Telegraph that the probe team would examine the functioning of the university examination controller. Members of the probe committee on Wednesday quizzed Singh and the storekeeper, Uday Kumar.
Responding to the queries of the probe team, Singh admitted that a bundle of 7,000 answer sheets of first year students of different bachelor degree courses that went missing from the storeroom had been forwarded to BN Mandal University in Saharsa for evaluation.
On the other hand, Bimal has alleged that the role of the examination controller is under cloud because of the manner in which he forwarded the answer sheets to another university.
“It is difficult to understand why the examination controller transgressed my directives, even though I had given clear cut instructions in the meeting of examination board on August 6,” the vice-chancellor said.
The vice-chancellor said the evaluation of the answer sheets of second-year bachelor degree courses, which were sent to Tilka Manjhi University in Bhagalpur without codes, has been stopped.
The university has appointed internal observers to oversee and ensure a proper evaluation of the answer scripts.
The observers have also been directed to ensure that the copies are evaluated only by the teachers of the constituent colleges of the university.
