This July, promises would shower on the people of Bihar.
With the Assembly elections due later this year, the main players - the BJP and the ruling JDU - have planned several such announcements, which would be made in July.
The two main players in Bihar politics are mum at present because the model code of conduct is in place in the state because of the elections for 24 Legislative Council seats. The current model code would come to an end on July 10.
"A special package for Bihar and tax sops for those who would set up industries would be announced by the Centre in July," a senior BJP leader said on Sunday.
Union finance minister Arun Jaitley, during his visit to the US earlier this month, had hinted at something similar. The BJP leader maintained that announcement of a special financial package for Bihar could be made by Prime Minister Narendra Modi and efforts were on to organise his visit to poll-bound Bihar in July.
"Nothing has been finalised but the PM's visit would definitely be a big boost for the party and its workers. Moreover, he would be announcing a special package for Bihar, which would negate the claims of our rivals (read JDU), who are claiming that Bihar has been denied its due by the Centre," added the BJP leader.
Another senior leader of the party, who of late has been frequenting between Delhi and Patna, as part of poll preparations of Bihar, said several other major announcements like expansion of Barauni refinery, setting up of a petrochemical complex in Bihar, first skill university in the state among others were likely to be made during July.
"Investments worth more than Rs 1 lakh crore, which would be made in the next five years, would be announced for Bihar," added the leader.
Even the ruling JDU has several goodies in store, which would be announced once the present model of conduct would come to an end.
"One of the major announcements after July 10 would be that of pay scale for contract teachers. The Opposition had been trying to instigate these teachers against us but we would beat them in their own game," a minister in the Nitish Kumar government said.
The JDU government has been moving in this direction for quite some time and appointment of a high-level committee under the chairmanship of chief secretary Anjani Kumar Singh in May was the first step in this direction. The panel is ready with its report and is likely to submit it to the government in the coming week.
The decision to announce a pay scale for contract teachers would be a big step given the fact that the number of such teachers is around 3.75 lakh.
To give a message to the people of the state that the Nitish government was also committed towards development, there are plans afoot to complete some major projects by mid-July so that the chief minister could inaugurate them.
Noted Gandhian Razi Ahmed said making every move in lure of vote was not a healthy trend as far as political parties were concerned. Citing example, he said one could see that how the BJP and the JDU would compete with each other for doing something special for Sitab Diara in Saran, the native place of late Jayaprakash Narayan, to gain political mileage.
