New Maoist politburo by end of 2011

Gaya, Sept. 2: The Maoists are set to make some policy and organisational changes by the end of this year. The changes are related to the strength of the politburo and the central committee members.

The new policies are likely to come into effect with the beginning of 10th congressof CPI(Maoist) from January next year as the five-year term of the 9th congresswill expire in December this year.

At present, the outfit is conducting a survey in the Maoist-dominated areas, including five districts of Magadh division — Gaya, Jehanabad, Arwal, Aurangabad and Nawada — to ascertain the detailed information about people’s support and views on imposing a ban on farming on the farmland plots, organising jan adalats (kangaroo courts) and mode of punishment to those violating the diktat issued by the outfit. Following the final report of the survey, the politburo will decide the policies for the 10th Congress.

One day before the Shaheed Divas, a meeting of the Maoists was held on July 27, at Lutua under Bankebazaar-Imamganj block in Gaya on the bordering areas of Bihar and Jharkhand, where senior Maoist leaders, including some politburo members, were present. The Maoists observe July 28 as Shaheed Divas of Charu Majumdar every year. According to a source in the Maoists, it was decided at the meeting that the 9th congressshould come to an end by December 2011.

Discussions were held to increase the number of politburo and central committee members in the 10th Congress. There are 14 politburo members and 34 central committee members.

Even before the formation of the 9th congressit was announced on January 7, 2007, that some changes in the policies had been made. One major decision was taken to stop the massacres. Besides, representation from all Maoist-dominated areas in the politburo and central committee was ensured. Distribution of work was made at area, zone, central committee and the politburo levels.

Meanwhile, the outfit has passed directions to ensure the submission of the report of the ongoing survey. Each sub-zone will submit its report to the zone, passed on to the regional committee, which would then be sent to the area committee. The area committee finally forwards the report to the central committee. Following the submission of the report, the politburo will take a final decision.

A final policy of the outfit will come into effect from January next year.
