Fake degrees haunt JP University teachers - Nine false MSc degree-holders allegedly encash on certificates, enjoying all pay benefits

Chhapra, Oct. 1: The fake certificate case engulfing the Jai Prakash University has come back to haunt the teachers-in-question all over again.

In a recent revelation, nine teachers, who were found to have managed a promotion on fake certificates are still working in different departments and colleges of the university.

These teachers had procured a degree in Master in Science from Bhupendra Narayan Mandal University and managed to get promotions and benefit of pay fixation.

Sources said that then chancellor of the university, after smelling a rat had ordered an inquiry after which Bhupendra Narayan Mandal University conducted an inquiry and cancelled the Msc certificates of those teachers on June 3, 2000 and intimated the vice-chancellor of JP University of the same.

However, nothing has been done in this regard till now and those teachers are availing all the benefits on fake certificates.

According to sources, more than 1 lakh aspirants had got the Master of Science degree between 1990 and 1994.

Majority of them were from Bengal, who later became science teachers in government schools in Bengal.

Later they demanded a hike in their salaries and the budget allocation was nearly doubled, leading to a burden on the government exchequer.

Sensing some foul play over the sudden increase in the number of Msc holders, then Left government of Bengal led by Jyoti Basu wrote a letter to the University Grants Commission (UGC) expressing grave concern and asking that how the teachers are getting degrees from one of the universities of Bihar.

Taking serious note of this letter the UGC then wrote to the chancellor cum governor of Bihar and requested him to initiate a probe into the matter.

The chancellor ordered an inquiry and it was found that the degrees obtained were not valid.

Bhupendra Narayan Mandal University intimated all universities of the same and after this report the Bengal government took disciplinary action against those fake degree holders and stopped the payment to those teachers.

The nine teachers of JP University, who were affected by the decision went to the Patna High Court and a stay was granted.

Acting smartly on the stay order, all the nine teachers managed to hold their promotional benefits for the time being and continued their job.

Considering the stay order to be final, these teachers did not pursue the case any further and continued to enjoy their services. The ulterior motive to deceive the university was apparent.

Three teachers retired and some are still in the job. The Patna High Court had dismissed the case in 2008 but on the very stay order these teachers are still continuing work and the university is not bothered to take any action against the erring teachers.

The high court had observed that it appears that the petitioners are no longer interested in pursuing this writ petition. It is accordingly dismissed for non-prosecution. When asked, vice-chancellor RP Sharma told The Telegraph that this is a serious offence and he would look into the matter.

Meanwhile, in a fresh allegation against the pro vice-chancellor of the university Dinesh Sinha it has been alleged that after his appointment he remains absent most of the time from office.

Sources said that during his two-month tenure, he has attended office for just four days.

On these four days he came from Patna and spent some hours in the university.

The rumour is that he was not happy with the chamber he was allotted.
