Motihari, March 5: East Champaran District Board, with a deficit of Rs 2 crore, passed its annual budget for 2011-12 on Saturday.

The budget was supposed to have been passed in a general meeting before March 31, 2011.

Calling this a violation of the norm, which prohibits the expenditure of any government amount if the annual budget is not passed before start of the next fiscal, district board chairperson Manju Devi held the slackness of government officials responsible for the present state of affairs.

She could not say when the meeting to pass the annual budget for 2012-13 would be held.
