Councillors plan trust motion to oust mayor

Several ward councillors at Patna Municipal Corporation (PMC) are planning to bring a no-confidence motion against mayor Afzal Imam around mid-June.

Several ward councillors at Patna Municipal Corporation (PMC) are planning to bring a no-confidence motion against mayor Afzal Imam around mid-June.

Claims are being made that around 50 out of 72 councillors in the civic body would vote in favour of the motion.

The no-trust voting is being brought against Imam according to norms prescribed by the Bihar Municipal Act, under which the opposition can bring two no-confidence motions against the mayor during his tenure.

The first no-confidence motion can be brought within two years of taking over charge and the second can be brought within one year of the first. Mayor Imam had defeated the first no-confidence motion brought against him on June 26 last year.

"We have support of around 50 councillors and the motion would be brought any day after June 10. Imam has failed in discharging his duties and he does not even have the required majority to complete his term," said deputy mayor Roop Narayan Mehta.

The opposition needs at least 37 votes, more than 50 per cent of the strength of the PMC board (72) in favour of the motion to remove Imam.

"We would definitely bring the no-trust motion. We have clear-cut majority this time and Imam would not be able to defeat the motion. He has lost the support and faith of most councillors," said Sanjay Kumar Singh, councillor from ward number 1.

Deliberating on the issues based on which the no-confidence motion would be brought, Singh said: "It is the second term of Imam and he has not been able to make any progress in solid waste management project under the centrally sponsored Jawaharlal Nehru National Urban Renewal Mission (JNNURM), including door-to-door collection of waste. There are various other civic works, including water supply, urinals and park management among others, which have been completely ignored by Imam."

Deputy mayor Mehta added that he would write letters to the urban development and housing department and chief minister Nitish Kumar to ensure a peaceful meeting for the no-trust motion.

"Last time, Imam brought goons, who created ruckus during and after voting. Many councillors were attacked. Hence, this time, I would request higher authorities to take prior steps to prevent such unlawful activity," said Mehta.

Mayor Imam was not available for comment on the issue.
