The National Commission for Women on Friday slammed Patna police for the alleged mental torture meted out to the family of a rape victim.
A minor girl was allegedly raped on the night of November 9 on the premises of Patna Collectorate.
Commission member Sushma Sahu met the victim and her family members on Friday and said the role of the police was suspicious and two sub-inspector rank officers allegedly asked for a bribe of Rs 7,000 from the family if they wanted the case to be probed properly.
"The fact that the incident occurred on the collectorate premises is shocking and shows that the women of Patna are not safe at all. I have had talks with the police as well as the victim and her family. Their versions are scary. It has been brought to our notice that two sub-inspectors had asked the brother of the victim to cough up Rs 7,000 if at all he wanted the case to be investigated in a proper manner. When the family expressed inability, the cops abused the brother. This shows the insensitiveness of the police," Sahu told The Telegraph.
Sahu added that for three days (November 9 to November 11), the girl was kept at the police station and was not taken for a medical examination.
"It is strange that the police are saying that she couldn't be taken to Patna Medical College and Hospital for a medical examination, as the hospital was locked on November 11 because of Diwali. Can the police give the same statement in writing to the commission? And which section of the IPC or the CrPc states that the victim should be kept at the police station for three days? The victim says that the cops pressurised her to make a statement before the magistrate that one person, identified as Sonu Kumar, raped her," Sahu said.
She added that the police had told her that if she named others, she might end up in jail.
"The victim named one person in her statement before the magistrate out of fear. The police also made sure that the girl or the family doesn't speak to the media," Sahu added.
Late November 9 evening, the victim had gone to purchase milk from a parlour at Bakerganj when she was forcibly taken to a secluded place and raped. The main accused, identified as Sonu (24) is absconding.
"An FIR has been lodged at the women's police station. The medical test was done on Thursday," an officer with the Gandhi Maidan police station said.
The senior police officers abstained from commenting until this evening.
Sahu said she would be meeting the Patna district magistrate, senior superintendent of police and the director-general of police regarding the case on November 21.
"The matter is serious and the police need to answer. I will visit Delhi on November 22 and forward my report to the commission chairman. The two police officers who had asked for bribe from the family must be suspended immediately," Sahu said.
