Ansuya Ransingh Sahu is just one among several IPS officers facing departmen- tal proceedings.
The charges against the IPS officers ranged from sexual exploitation and dereliction of duty to corrupt practices. However, the action against Sahu, former Sheikhpura superintendent of police, came quite fast compared to 12 such Bihar-cadre officers, said sources in the police department.
Proceedings against some of these officers have continued for many years apparently with no reasons but Sahu was put under suspension within a fortnight.
Amitabh Kumar Das, a 1994-batch IPS officer, is facing departmental proceedings since 2007. Das was charged with sexually exploiting a girl on the pretext of marriage. Though the conducting officer gave a clean chit to Das in 2009, the government again decided to conduct proceedings against him. Even after Central Administrative Tribunal’s directive to promote Das to the rank of deputy inspector-general, he is still posted as the Jamalpur rail district superintendent of police. Das has gone in appeal against the state government for not abiding the order of the CAT.
Departmental proceedings were initiated against Begusarai superintendent of police Chatranil Singh, a 1995-batch IPS officer, about three years ago on the CBI recommendation for dereliction of duty. Singh’s alleged negligence led to suicide of road construction department senior engineer Yogendra Pandey when he was Sitamarhi superintendent of police.
Sources in the police headquarters said action against superintendent of police (crime records bureau) H.N. Deva, a 1993-batch IPS officer, was taken after he had been found to be travelling in an AC coach on an MP’s ticket. Former director-general of police Dhruv Prasad Ojha, a 1967-batch IPS officer, faced action after six years of his retirement for his alleged soft attitude during investigation of fodder scam cases as director-general (vigilance).
Departmental proceedings were also initiated against some senior IPS officers, including Manoje Nath (1973), Shafi Alam (1977) and Ajoy Kumar Verma (1985). However, in a few cases, including that of Manoje Nath and Verma, the proceedings were quashed either by the Central Administrative Tribunal or Patna High Court. Nath retired earlier this year.
About proceedings initiated against retired cops, a senior IPS officer said: “Action can be initiated against any officer within four years of his retirement.”
