BUIDCo record signals light delay

Bihar Urban Infrastructure Development Corporation (BUIDCo) has started the groundwork for installing electronic traffic signals at 97 locations and 1,000 LED streetlights in the city. The Telegraph checks out the status of projects being executed by BUIDCo, whose track record in implementing schemes has not been satisfactory in the recent past:

In deep water

Scheme: Patna Water Supply Project under centrally sponsored Jawaharlal Nehru Urban Renewal Mission (JNNURM)

Scope of work: Development of 72 overhead water tanks, laying pipeline network and a water treatment plant

Project cost: From Rs 426 crore in 2009, it shot up to Rs 548.83 crore in 2012. Further project cost escalation proposed at Rs 1,500 crore

Status: Only 10 per cent of the work completed. Contract of consortium of Geo Miller & Company Private Limited and Gammon India Limited cancelled in August

Cause of delay: BUIDCo officials claimed that the consortium of Geo Millar and Gammon India had stopped work midway. Delay in transfer of land was another impediment

Way forward: Fresh tenders by December-end

Bus buzz

Scheme: Semi-low floor buses under JNNURM

Scope of work: Supply of 260 32-seater semi-low floor buses for operation in Patna

Project cost: Rs 45 crore

Status: Only 40 buses in

Cause of delay: BUIDCo took too long in registration and getting permits

Way forward: Fresh lot of 25 buses standing at the stop-yard of Tata Motors at Bihta, awaiting issuance of permit

Facelift fault

Scheme: Maurya Lok repair

Scope of work: Repair of steps, electricity/telephone cables, plaster, whitewash, roof-carpeting, and seepage-proofing works

Project cost: Rs. 3.73 crore

Status: Around half of the renovation work is complete. The repair works are being done in bits and pieces in all four blocks and not a single task has been completed in any of the buildings

Cause of delay: Mauryalok Shopkeepers’ Association blamed the lackadaisical attitude of BUIDCo officials. The officials blamed lack of co-ordination with shopkeepers and other agencies

Way forward: BUIDCo to take up the work on repair of internal roads at the complex

Riverfront challenge

Scheme: Ganga riverfront project sponsored by World Bank

Scope of work: Development of 6.6km-long and 15ft-wide walkway along 20 ghats in Patna

Project cost: Rs 262.37 crore

Status: Foundation-level work going on at Rani, Bhadra, Choudhary Tola and Pathri ghats

Cause of delay: BUIDCo officials claimed that the work had to be stopped for a couple of weeks after monsoon because of high-level of water. No work happened around Diwali-Chhath festival as well

Way forward: BUIDCo to finish the work on the super-structure at the four ghats by the end of December

Scope of work: Installation of 1,000 LED lights

Cost: Around Rs 38.5 crore

Project period: Six months

Status: Co-ordination being worked out with agencies


Scope of work: Installation of CCTV camera-enabled signals at 97 places

Cost: Rs 25.2 crore

Project period: Four months

Status: Meetings on cards
