Stage for budding cartoonists

Bhubaneswar, Oct. 23: The Central Vigilance Commission is organising a cartoon-cum-caption competition for school, college and university levels ahead of the Vigilance Awareness Week starting from October 31.

The competition, based on the theme of corruption, is being conducted at two levels. The junior category consists of high school students up to Class X. The senior group would have students from Class IX to the postgraduation level.

Participants are required to make amusing illustrations, in black-and-white or colour, and then spice it up with a witty caption in Oriya or English. However, there are clear instructions not to criticise or offend any specific person either in the cartoon or slogan, in figures or in words.

The head of the institution or department concerned must certify the entries before they are submitted. The registrar of universities, regional directors for the colleges concerned and inspectors of schools would collect the cartoons from the participating institutions.

Once all are collected, the entries would be forwarded to the registrar of Utkal University of Culture, Bhubaneswar, by October 29.

The results would be declared on October 31.

The first prize includes a cash award of Rs 5,000 while those securing second and third positions would get Rs 4,000 and Rs 3,000, respectively.
