Rourkela: The College of Teacher Education here, meant to produce trained teachers, has just two staff members - a principal and a head clerk.

Principal Basanta Manjari Ray says apart from the head clerk, she has to run the institution with 200 students with the help of a peon and a watchman.

In 2016, two senior faculty members retired and since then, the college is being managed by the principal and three guest lecturers. The post of librarian has been lying vacant since the last librarian's retirement in 2015.

"Apart from me, we have no teachers. I took over last December after the last principal retired. My head clerk will retire this October. The watchman will retire this month," said the principal.

The annual examination, which started on July 11, is being managed with external help.

"I am also looking after Kuanrmunda City School with additional charge as principal. With two teachers from there and my only clerk, we are somehow managing. I require at least seven to eight teaching staff to manage the college as I do not have any contractual teachers at the moment," she said.

The National Council of Teachers (NCT) education guideline mentions there shall be seven teachers for each unit.

The college has four units including both the years.

The principal said: "Infrastructure is not an issue. The women's hostel will become functional this year after it gets power connection. The men hostel is small and this needs some attention. We require a small piece of land for further development but we are yet to get it. I am yet to receive the authorisation letter to deal with land issues."

Established in 1981, the institute was taken over by the government in 1992 and received full recognition in 2005.
