Bhubaneswar: Congress leader and former Union minister Kapil Sibal on Saturday dubbed the Narendra Modi government as " jumla sarkar" that made only tall promises to befool the people.

"Modi has betrayed the people of the country. He should apologise. We need a prime minister who is efficient, honest and responsible," he said.

The Congress observed the day as "Betrayal Day" to highlight the alleged failures of the BJP-led government at the Centre. Sibal also did not spare the Naveen Patnaik government either. He alleged that the state government was providing tacit support to the Modi government.

Addressing a news meet here four hours ahead Modi's visit, Sibal said: "When all the Opposition leaders stood united at Karnataka, why did not Naveen go there? Even at the Parliament, BJD skipped supporting the no-confidence motion debate against the Modi government."

On Mahanadi water row, Sibal targeted both Naveen and Modi. "Earlier, Naveen had said even if 100 barrages were constructed on the Mahanadi, it would not have impact any impact on Odisha. So, why he is shouting now?"

Responding to the barbs, BJD spokesperson Pratap Deb said: "The no-confidence motion Sibal is talking about did not take place. Had it been passed, the question of BJD supporting it would have been raised."

On the Mahanadi issue, Deb said: "Most of the projects on Mahanadi in Chhattisgarh was granted by the Congress-led UPA government."
